"Hardeeville's city manager already earns more than twice the average salary of his peers, according to one study, and a majority of Hardeeville's city council members just voted to give him more money.
That's not by accident, those officials say. A $115,000-a-year administrator might seem a little excessive for a city of 2,500. But Hardeeville, Councilwoman Bea Jones says, is not a regular city of 2,500.
"We're looking at 170,000 people coming in over the next 10 years," Jones said Wednesday. "That's serious. We have to have people who know what they're doing or we're going to get run over."
Others aren't so sure. Councilman Bill Horton cast the lone vote against a city budget that would give all employees an 11 percent pay raise, saying he didn't think all employees needed a raise.
"The administrative staff is very well compensated," Horton said moments after the new budget passed by a 4-1 vote June 15. "I don't feel they need more money."
Here's something I don't quite get....the consensus seems to be restructuring, supposedly all over (the PD as well as the fire department and other city departments), however, everyone seems to have been promoted or gotten pay raises last year (firefighters promoted to Lt. or Capt., with the raises, and the city manager got a whopping raise, new top dollar staff being hired at city hall (community development director)). How come the PD was the only department to be found 'top heavy'?
Why has the city gotten rid of officers with tons of experience and replaced them with very in experienced ones? The officers that left could not have been bad, they have all been hired (quickly, I might add) by nearby law enforcement units.

You seem mighty sure of yourself here. It seems to me that the MAJORITY of the city's residents respects the Mayor.
What makes you so sure that he would NOT win in the next election?
It's well known that the Mayor may not be running for re-election. His house is also for sale.

The mayor has spoken of moving to Traditions.
Oddly enough, Traditions not only refuses to use the name "Hardeeville" anywhere but has now refused to use the Hardeeville Police, instead using their own security.
I just love the way that you always seem to take rumor and display it here as fact.
So what if his house is for sale, does that mean that he is moving out of the city? Not necessarily!
FINALLY, someone with some sense joins the site.
I honestly believe that Mr. Horton would tear everything apart that has made the city desirable for growth, development and economic strength.
Also, it takes alot more than being well liked to be an effective Mayor. You need to be able to stand your ground with developers. And I do not think that Mr. Horton would do that.
Do you want to see what happens when the leadership of a city bows to the developers? You only have to look as far east as Bluffton. Is that what you want Hardeeville to become?

Last time I checked Traditions is in the city limits. Therefore, if Mayor Cannon did move there it would not mean one thing!

okay, i read the comments and did a little research....i found out that Mr Horton used to drink and party A LOT, but that he has been on the same 2 jobs for at least 10 years, and does not drink alcohol at all anymore! Seems like he grew up, unlike the current leader. And the same citizens that i spoke with do not seem to hold the mayor in high regards at all. and who would want the title right now? all of the council members need to be letting the citizens know that they are well represented, and that something is being done about these issues.....

Don't anyone here fool themselves. Mark my words...Traditions WILL have their own police force just the same as they're gonna build their own schools. I challenge ANYONE here to find a billboard, magazine/newspaper ad, brochure or television commercial with Traditions and Hardeeville listed together. Does anyone really think that a developer that big can be 'wined and dined' by Rodney Cannon and Shane Haynes? Ridiculous. They have TEAMS of lawyers working their end. Does anyone remember when the protest occurred outside city hall at the council meeting just after White and Washington were let go? That's when council did one of their famous, (and cowardly), 'executive sessions' which was nothing more than a filibuster where they hid in chambers hoping the 'bad people' outside would simply get tired of waiting and go away. Later, when the citizens were allowed in and given a few seconds each to make a statement, Rodney Cannon came across with a snide smirk on his face and laughingly replied to one citizen with, "I figured there'd be more of ya'." How very professional that was Rod. The point is, though, that there were representatives from Core communities and other developers who were made to sit in the hallway along with everyone else. Evidently the articles that had been appearing showing the underhanded dealings at city hall had peaked their interest and they wanted to see how council was gonna respond and handle the situation. They, unfortunately, got tired of waiting and left before the citizens were allowed back in.

Are you saying that ex-Police Chief Hubbard fired someone for DUI in a fire truck? While I don’t think that’s possible, since it’s a different department, although he may have had a hand in it. If so what’s wrong with that? The public deserves better from its public service and government departments.
Are you suggested that Hubbard was fired because of the aforementioned incident? If so, I think anyone can see that’s simply not true.
You are right about one thing though. Where will it all end before something is done?

As you can see, Frontline, we all make grammatical errors every now and then. Let's not keep getting hung up on that and straying away from the issues at hand. BTW, anyone who wants to jump up and start saying that the lieutenant's memos are simply 'errors' can go ahead and sit back down. Those aren't errors, they're disabilities.

You must be aware that almost ALL of these subdivisions/'gated communities' and/or 'plantations' employ their own private security... I can think of no development on Hilton Head that does not. Besides, it's a perk and a draw for folks to live there.
In terms of actual law enforcement, the HPD or the JCSO will most likely respond to 'Traditions', as does the BCSO in a lot of cases on the plantations on Hilton Head.
In short, I believe you've made a 'non-point'.

Form your own opinion of the author but we could end up spending a lot of time on these tangents, as I am demonstrating now.
Your frustration is understandable but even you are using "counsel" instead of 'council.'

You seem to have some good points but I would love to keep our focus on topic.
BCSO does respond to the gated communities for 'big' calls, but as for fender benders and civil disputes, those are handled by their security force. The point here, though, is that hardeeville city hall has been bragging about Traditions this and Traditions that, but yet Traditions doesn't even acknowledge the fact that they are in the city limits of hardeeville. Who can blame them though, what with all the underhanded, sleazy, immoral things going on there? Hardeeville was also told that Traditions was to build some sort of public safety megastructure inside the community. I'm sure that will happen, but I'm also sure that HPD will NOT be included in the staffing of that building. As for Rodney Cannon and Shane Haynes moving to Traditions, it makes perfect sense. They want to live in a place with private security because of all the crap they're putting the police department through. Do you really think the remaining officers there would be in a big hurry to assist either one of those snakes?
The down side to that, though, is that the Traditions security force might not be so willing to "look the other way" when it comes to driving under the influence.

It's built by the 'Levit' company which has been building these 'communities' since WWII...
Where I come from, there's a small area outside of this small town called 'Levittown' (Not New Jersey).. filled with itty bitty little shanties... not much of a 'community'... just think it's odd, maybe someone else out there is familiar with that area of PA...
side note: Has anyone noticed the location of the mayors house, Willis' house in relation to the ball field and the apartment complex (Walsh Drive)?

He doesn't have a point. He is just trying to twist things to look as bad a possible as he has done with other items here.
There is no twisting as you have suggested. I pointed out that they both live in close proximity to Walsh Drive and the ball field. Mr. Willis had a regular habit of complaining about folks trapsing through the woods and crossing the back side of his property.
The point is, this would be sufficient reason enough to want to move to a place like Traditions.... These sites were possibly not there 15-30 years ago, and with growing development comes a growing and expanding population with it's share of problems. Perhaps, he's trying to move to a better location. Now, if that's twisted or distorted then I don't know what else to say. I for one would not blame him.
Do not let Bill Horton fool you...HE CAN'T CHANGE THE FORM OF GOVERNMENT!!! It is illegal for him to do anything to influence you to do so! ONLY THE VOTERS CAN TAKE ACTIONS TO GET IT CHANGED.
It is all a lie to get your vote!
Remember that he was the ONE that was pounding the pavement to get it changed!
